My recollection is that Bugs has the patents on the bugs, They wanted to do commercial quantities and PFSD was thinking of doing a commercial product (using bugs). Also PFSD makes Critter Cleaner - used to clean birds, fish anything you can hold and clean oil contaminated things with. There was even hopes of combining bugs and critter cleaner in the gulf oil clean-up. To much politics - so don't that idea went to far.
Now I think GMND came into the picture to promote the commercial end for BUGS. Hope to see what the real play is - soon.
