GLTA- Good luck to all!
When the L2 is thin that means that there are very few blocks to get past to move up (in simple terms.)

When someone says L2 is thin it means their aren't a lot of market makers lined up at one price. See how there is only one market maker at .0041, one at .0042 and one at .0044. And than 3 market makers setting up a wall at .0048. L2 is thin to .0048, and than we might have trouble breaking through .0048.

I highly recommend you get a L2, there are free ones but they are delayed by 15 mins. I couldn't imagine trading penny stocks without L2.

You also want to see strong bid support so that there are a lot of people lined up on the bid willing to pay a certain price. (Left side is the bid what people want to pay for the stock and right side is the ask what people want to sell it for.)

glta means "good luck to all"

Theres so much to learn about level 2, from who's on the ask, how their spread, how their filling orders etc. I have some very good video tutorials if your interested that are very insightful.
