I have been with Scottrade for a while and recently negotiated $5 flat rate trades with no %'s extra for pennies.

I emailed them to clarify that, and it is true. Their new policies mention that they will now be charging $6.95 for any trades on stocks under a dollar. Think I may be switching to Scottrade fa sho now!
