When a MM doesn't publish a quote on an OTCBB issue for four consecutive days, the issue is deleted from the OTCBB for failure to comply with 15c211.

It's a MM decision, not the company's. The company has no control over the decision. 15c211 is a MM requirement only, not a company's.
