Here's what I can't figure. Minutes ago, the ask was sitting at $0.0240.

So when this happened, the following were the asks:

PUMA $0.0210 on the ask
NITE $0.0240 on the ask
CSTI $0.0245 on the ask
ETMM $0.0245 on the ask
UBSS $0.0245 on the ask

Then in comes a MM labled as PUMA in at $0.0210.

What investor would then decide to ask $0.0210 when other asks are 14.3% higher? Also, what type of investor would route their trades from PUMA?
