According to eTrade, only 3% of stock is owned by insiders. Why would they risk so much (prison, etc.) for so little? It would make sense if they owned a much larger portion.
Whether or not the buyout happens, there is information showing that Neuro-biotech does exist and they have signed those contracts. Those 2 contracts alone make the company worth more than the $0.15/share buyout price.
