I know this might be a stretch but I wonder if anyone has ever tried to make a police/fire dispatch simulator/Sims game? It could be a split screen of your officers/FD personnel and their vehicles as well as the city and the other half would be your dispatch screen.. You would have to prioritize your calls and not put officers/FD personnel in danger etc..The game could also be somewhat "Sims" based as your downtime and stress management could be part of the game..
