There would be some kind of control room and he would have at least an office.



There is no control ROOM and there certainly isn't offices for the operators. They do, however, have steel lockers right outside the break room.

I am talking about a professional person that is responsible for control of the system and the safety of everybody in the plant



And, yes, that's why they make $16 or $25 per hour instead of minimum wage. But there's very little cost above their hourly wage. I'd say 30% is very accurate, similar to what is mentioned in the professional article written by a professional writer who was actually able to hold down a job for longer than six months.
