The FDA doesn't hold the information, when they make a decision they inform the application owner of their decision. What usually happens is the "date" is more of a self-imposed deadline based on a timeline from when they accept the application. The decision is due by that date, like all of us at work we have projects that need to be done by a certain date or time. Mostly the FDA has been making the dates.

The company is actually the first ones to release the information, the FDA puts it on their site but that usually happens after the company announces.
