He is just reciting how it gets filed.....The 15th date is meaningless.......You cannot split some shares and not split shares others. People who don't know any better are going to come on here and think something fishy is up when it is not..It is just that some people are not familiar with how a split works...
I cannot put it any simpler then this......On any stock that announces a split you can buy up until end of the day that it is on the Daily List announcing it to be enacted the next morning prior to market opening. Everyone gets the shares at that point (subject to how your brokerage handles them but they are officially split at that time and the PPS will reflect it)..........
