I can't read a thing on that document, but it appears to say that CCME has screens on 203 buses in Shanghai.

According to an earlier post, Chimin's representation of the kit's Shanghai bus count is accurate. I infer from that that his entire table is accurate.

What is the explanation? Does the kit state that this is a sample?

I am befuddled.
