We're looking at the same companies. It's just that we did not know that Shanghai Dangran was the parent for both Shanghai Apollo and Shanghai People's Arts.

Shanghai Certain (or Dangrang) is a private company
if you go this link http://www.shcertain.cn/athena/bizreflist/certainbusiness.html#certificate and look at the certification that show they paid their tax, it says it is private own company.

If just pure glance, it has a lot of duplication activies with Appollo, except Appollo was registed as government owned company.

Just pure Guess, that probably the reason why it is not listed in its parent company's website organzation chart, since the parent company is a government owned company.

if you translate the 2nd and 3rd sentence of the 1st paragraph, it is

Attached to the Shanghai People's Fine Arts Publishing House, its management of the three medium-sized printing companies advertising

Instead of attach, it should be sub-company, but given it is private owned company, maybe attach is right, and 3 Medium-size is wrong translation, it says 3 large and/or medium-size company in Chinese.

And if you translate the 3rd paragraph, it becomes

Shanghai Apollo Cultural Arts Center under the Shanghai People's Fine Arts Publishing House is a state-owned enterprises, with a wealth of media resources, media covering television, newspapers, magazines, Internet, radio, outdoor media, and Shanghai, some advantages.

Look like the Certain will be the entity or parent of entity (since it owns 3 sub-company) to retain most of the earning for the parent company. Appollo is truly in this case a by-pass entity that commuicate with all the media company or handle the parent company's unprofit ad/printing stuff.

No idea how China government owned company distribute its profit, and how private company get taxed, so can not tell why they need to form all these type of entities. Although since the parent company was formed in 1952, so it probably don't have any buiness to do with advertisement, and Appollo was for in 90's so the income may not be that great at that time, and Certain was formed in 2004, and private, so it will no longer under the Shanghai People's Fine Arts Publishing House's organization, but still pretty close affilate with Shanghai People's Fine Arts Publishing House's.
