I know what Rawnoc will say so I'm going to put my 2 cents worth in. I had a tour of the recycling facility December 28, 2010, I was told the feedstock was free and plentiful at that time. Wanted plastic and paper are sold for profit and what is not wanted is used by P2O. The recycling facility has the ability to process 1000 metric tons of waste a day and has approximately 11 loading docks. Not having to pay tipping fees means the JBI facility has a better chance of making a profit, however, even if it breaks even, sorted and inspected plastic (as per the DEC order) is provided to the Niagara Falls site for free.

A P2O processor in a recycling facility, once more partners are announced, will have a lot of unwanted plastic to provide and such partners will be happy to provide it, they will save massive amounts of money on transportation and landfill tipping fees, reduced costs for fuel, and a great "green" alternative to improve their public image.
