PPS dropped today because retail (us) saw a crazy share structure increase. Massive panic sell = drop in PPS. It had changed quite a few things if Float just increased 450Million shares without going through Rule 144 (6months-1years restricted). If that rule is not in effect here, then 1.1Billion shares could be dumped onto us retail at anytime.
