Thanks for the in depth explanation. No I've never tried, but I know people do short them. I figure it was people taking profits and others panicking. IMO

The assumption that you make here is that everyone from the retail investor to the DTCC including market makers and the broker dealers play by the rules. The rules that FINRA and the SEC rarely enforce at all. Shorting by us the little guy? Doubtful. Shorting by the bigger entities? I certainly wouldn't bet against it. Oh and did I mention the hedge funds both domestic and foreign? They don't follow ANYONE'S rules but their own.

Shorting & more ominously Naked Shorting has got almost nothing to do with retail & everything to do with Hedge Funds & their MM buddies. Legally they can "naked short" on a temporary basis, but there are so many loopholes introduced by the SEC since 2005 that there are a number of ways to get around it indefinitely. Some naked shorts are in the system for years. If you think they don't bother with Pinks, think again. Your post is almost entirely innacurate & amounts to disinformation.

The answer to your question is YES I have tried to short a penny stock. Obviously you don't have a very large account. Get mid to high 6 figures in your acct. and be an active trader 100+ trades a month. When the brokers TOS say you can't do a certain trade, give them a call and when they so no... go ahead and tell them that brokerage A lets me make it I will move my account. I have never had a problem since. OOPS did I just tell on myself????
