A pre-IND is a consultation (basically a meeting with the FDA ). It is not an "Application" of any type, so it's not comparable to an actual IND application. Many companies and Institutions do it. It is a tool to help get the ball rolling. Scam or no scam, it's the correct road to follow, especially where new technology is concerned and is probably equally useful to the FDA.
