4.3.3 Conclusion:
- It is prudent to pursue a moderate tempo in exploration that is commensurate with the interests of DRSTP as a compliant constituent of the JDA. However, a too rapid tempo in exploration should be avoided.
- Licensing rounds should be designed to include blocks of various exploration interests (different play concepts) that aim at testing a variety of prospects within the JDZ.
- Priority should be given to licensing blocks bordering the Nigerian territory and the EEZ to ensure early unitisation of potential discoveries straddling the borderlines.
- Few blocks should be reserved in order to maintain interest in future licensing rounds.
- Efforts should be made to recognise and uphold the STP interest within the proper mechanisms provided by the JDZ framework.
- The monitoring and administration of the JDZ provides an excellent opportunity for the training of STP personnel. It also provides a head start for the ANP-STP and other government institutions to master the challenges of monitoring petroleum operations.
