I was wondering, could he do a 'buyback' in a way that actually swaps some of the restricted for the shares in the float. This would reduce the outstanding float while enticing those with substantial holdings to take advantage of it. A win win all around.

Or is that illegal?

Two Buybacks. Personally and through the company. Utah Corp can't have treasury stock so that stock effectively disappears.
