I am not quite sure I understand the significance of the
February 16th date. Can someone enlighten me. Can someone also enlighten me as to why there should be no panic if it comes and goes without any major announcement of word of pending news.

I still see NNVC as a play on 2013-2014. Am I totally off base and out of the loop or something?
