I just figured I would also add, even though it is not as regulated as it should be by the SEC, that repeated offenses by any one MM related to what shows up as T-trades for the OTCBB market hold large fines due to the fact that actual t-trades aren't allowed and actual volume isn't represented during normal trading hours, which is an indirect form of manipulation.
