If you follow the ARSC PR for the past 9 months you'll learn that time frames and promises are meaningless, imo. From what I've seen, if they need to dump shares, they issue a promising PR with an upcoming deadline, get everyone pumped up, dilute the shares, and then either come up with some excuse, or simply ignore the promises
