As far as I can tell,

"If" they get a Permit, it will be Conditional on the waste disposal. The Mill was originally closed because of groundwater pollution problems. This talk of Drystacking sounds promising as a
possible solution.
However, what we really have here is a Catch 22.
you cant prove "Drystacking" will correct past problems unless you have a Permit. And you cant get a Permit unless you have a system that works.
I believe we'll be going through a long and arduous process for a considerable period of time before we possibly see a Permit. And we've already seen how fast the wheels of progress turn in Colorado.
I believe those who are talking about March, April, May, are whistling past the graveyard(so to speak).
