This comment from the posted email says it all. Read it as many times as necessary to understand what is being said:

As for funding, we are not concerned right now with future exploration. Our number one concern is to be public whatever the cost maybe. Once that is done we will see what needs to be done with the exploration work and the funding issue will follow. We still don’t know the total cost of refilling so it’s difficult to say what we will have or what we will need.

As far as a R/S, this comment says anything is possible, hence my speculation as to what 'anything' would include:

So as I stated, our intention is to make everyone whole but because of the uncertainty of the process things may change.

Again, read it enough times to understand WHY the process of being re-listed could possibly cause 'things' to change.
