That mechanism is currently illegal under NH law, so it's usefulness is being questioned by the PUC, OCA and others.

From my perspective I think it does a good job of containing cost. If you factor in the cost of inflation and other adjustments that PSNH will most likely make to their rates over the next 20 years, I think the structure of this PPA could very well be a sweet deal for NH ratepayers. I don't believe the issues with this PPA have ever been about costs and rates, it's about the opposition not wanting a new player entering the field, plain and simple!

That's pretty funny, and not accurate. Mike and PSNH have attempted to make it seem as though rate payers won't pay above market, however you and I would pay higher rates for 20 years, then PSNH gets to shave off what we pay from the price on what they purchase the infrastructure for. We then assume that because PSNH purchases the infrastructure for a song, the song is passed along to rate payers alive and well at that time. It's really quite a gimmick rather than THE rate payer insurance package its being touted as.
