The current space, including the expansion you refer, is for production of pre-clinical testing material. Although the FDA allows using lab facilities for Phase-0/1 testing, a certified pilot facility is mandatory for Phase-2 clinical testing.

From Seymour's comments, it sounds like they are close to closing on the manufacturing site.
