Pick, The reason they went to trapezoidal wire is because when you put circles side by side there is much wasted space. Rectangles will work beter than circular wire, but not as good as trapezoidal wire. Look closely at the trapezoids in this picture of the CPTC cable.

There is very little difference between these trapezoids and rectangles. I would guess that the angle on the sides of the trapezoids is less than 5 degrees. China could always say that by using rectangles, they are not copying the trapezoidal CPTC design.
