CE means that the company has been listed as "Caveat Emptor" (buyer beware) on OTC markets (pink stock exchange). This is a warning to potential shareholders that something is amiss. However, it could also have been triggered by the massive volume recently.

CE is quite common among stocks going through transitions and reverse mergers. Once the company can reveal what it's up to, it will generally be removed.
