The three billion are the authorized amount. The 2.4 billion are the outstanding shares and of that I'm not sure what the float is? Mike says he owns just under 70% of the O/S I believe. The math says about 720,000,000 are left in the float and the posts on this board indicate that the posters on this board own at least 2/3 of that, but I may be mistaken.
