One doesn't have a lot to do with the other.. I am addressing the fact that THIS stock is subject to the SEC and criminal rules.. Hey.. them not telling about the dilution, well.. I guess If I was in back then, I would not be to happy. Now they put out a PR, and if they started doing things 180 degrees different.. well the SEC would get complaints and could take action and/or the justice department. I have one stock where the CEO is serving over 6 years for playing games, and another where both the CEO and CFO are being charged Criminally!! So yes there are rules and laws!!
