institutions are always saying to buy tops and sell bottoms.

in fact, if you bet against them it's a good way to make money.

at least my perception is that institutions do a good job of predicting current stock prices... by having higher correlations with predicting current stock price than predicting future stock price. just statistical analysis i did in my free time once

hope that clarifies, don't expect much.
