That list is for shares shorted during the course of the day. Most of those are covered soon after, usually during the course of the day. MMs have I think 3 days to cover these interim shorts. There's another list (forgot where exactly, but I think it's the reg sho list) that lists the number of shares officially short. It's usually much smaller- usually only a few days volume.
