I appreciate your DD and effort to explain past pps, and the "Change In Control of Registrant" is only the passing of the torch, (if you can even call it that) read the first line, it is liken to shaking hands with yourself:

Liberty Star Gold Corp., formerly Titanium Intelligence Inc. (the “Company”) completed the acquisition of Liberty Star Gold Corp

Basically stage was set to enter market full force at that point & the torch was "split forward" so to speak, as the reading continues on in the filing
