Hey Zcloud. I have not heard anything about that, but that same post I was speaking of earlyer states that they were going to have to hire 2 more people to handle the work load for phase 2.

Completion of Phase II depends soley on AFT. If AFT can complete their analysis and meet the U.S. Army's requirements for the SBIR in advance of the contract end date then Phase II can end earlier. No one can answer your question except AFT. I find it better to assume that the contract end date will be near when Phase II completes, for no other reason than to be pleasantly surprised and uplifted if phase II ends sooner than expected.
