While it does say they company can choose a starting bid/ask, that portion of the form is followed by a question of how the value of the bid/ask was achieved. I don't think "pulling it out of your butt" is a valid answer. ENTI will most likely have to prove the ballpark value of their shares based on revenue and/or projected revenue and whatever assets they have. That's why I don't see it happening with 7.3+ billion OS.
