Yes, it is the same. I hoped (when announced on the 17th) that it was setting up a deal with big pharma to buy a stake, but this ATM filing leads me to question whether that is even a possibility (at least currently). The increase in fees makes me more sure there is no pre-arranged deal in the works. If there was, why give the broker an extra $2 million + if the deal is essentially done? Worst case, though, it does show BP that they are prepared to go it alone and have adequate funding (at what dilutive cost?) lined up. I hope the price goes up today, but I'm don't expect it will.
