I would agree with you if WLSI traded on an exchange. But since securities that are quoted on the Pink Sheets and OTCBB are not subject to Reg NMS rules, the ISO mechanism that the SEC implemented doesn't apply here.
I also noted in another post that the transaction would be required to be identified as such and I don't see how that could be done on a pinksheet stock. Especially one that was no bid.
