The float is 1 bil. The O/S is 1.8 bil 800 mil restricted which are the gotv shares

I tried to purchase some SCFR from my online broker (TDA) and was informed that the stock is only available in certificate form (no electronic shares available) so they must be purchased thru the company directly.

How does one purchase shares then of SCFR?? can you point me in the right direction?
