Those three members were not ruling on the PPA at all, nor were any of the other members. The members that gave approval do have a vote with the PUC.

The issue of the PPA was not legally befor the SEC.

Even if the PUC members (one of whom is a commissioner and votes at the PUC) had a concern about the PPA, they could not use that as a reason to vote against.

That noted, I have no information one way or another that issues with the PPA were (or are) a concern to the voting members of the PUC.
