Don't forget Neb that Washington State may very well have a vote similar to P-19 in 2011!! And keep in mind that they will be able to draw up the bill in such a way that takes into consideration and corrects the mistakes of the P-19 effort.
Gaffney may simply be biding his time to unveil the real deal with HESG until he can coordinate it with something huge happening in the real world.
Perhaps he had plans to do so with P-19 as someone had posted about in March on the yahoo board, but when he saw the writing on the wall that it most likely wouldn't pass, he decided to postpone the effort until a more prudent circumstance.
He is as someone pointed out here, involved in other stocks, so it stands to reason that he could easily leave HESG on the back burner until current events become more aligned with his grand scheme (if there is to be one).
