Well again, we don't know they're fake or misleading until much later. If he would have started producing and selling his oil right after he said he "commences P2O operations" then nobody could have said anything. Nobody know until much later that it wasn't happening.

It's the same with the recent "commences commercial operations." We assume it must mean production and sales are already occuring but we won't find out for a while.
