How do you know they didn't do one. Do you have anything to prove it. The assessment is the kind of stuff that Conestoga-Rovers & Associates do. It may have been their recommendation to just go for the air permit and the DEC disagreed, especially after all the accusations made against JBI by naysayers, which eventually the DEC found to be nonsense.
You bring up long term planning a lot. Can you think of a reason why JBI would not expand the P2O process to Thorold, Ontario. The Recycling Facility shares a parking lot with the JBI Offices, they look like the same building but come up as separate addresses on street view. The blending site is basically around the corner, why not have a P2O processor there in the next few years.
Can you prove I'm wrong. The point I'm making is we are both speculating, they are educated guess's, but neither of us have proof.
