Documentation must include a specification for the outgoing raw oil, and the specific destination of the oil for further processing or manufacturing. Any rejected oil product would need to be managed under applicable Part 360 or 370 series regulations.

Yes, they are limited to 24 tons a day on their 20 ton a day processor.
