Essentially, if a stocks price is below $0.50 in order to show up on the board, the Market Maker must show at least a 5,000 order size.

If you want to show $2,000 as a bid or ask, you must show at least an order of at least 5.

Level II Data can be skewed and therefore it is not best to strictly use it when trading. Especially since people can essentially "hide" their orders from the market.
