as per Guru's post, the dividend shares are NOT DILUTION from the 1.5B O/S here...they ARE ALREADY PART OF THAT...the dividends will perhaps increase the free trading FLOAT, but not the O/S, hence, no dilution...and again, the A/S increase, which has already been known for over a month to those doing DD, is NOT DILUTION...even big companies like google and apple increase the A/S from time to time...does not take away from the fact the company is effectively reducing the O/S right now with the buy-back (ANTI-DILUTION)...a filing to prove that would prove wonders here as you have mentioned...and yes dividends being mailed would be a HUGE STEP for providing some confidence here as well...
