All the S&P index funds had to buy it, because the shares held by the government were not included in the total capitalization of C.

The index funds needed to buy at least 374 million shares, as I recall, although the volume was considerably above that.

But the boys on the Street, the brokerage firms the investment banking firms, other banks probably did what they've always done; "you help me with mine, I'll help you later with yours." And they all take a piece and recommend it to their clients. "Yeah, it's a dog, but take some and I'll put you in for a better one later." And the game goes on.
