Makes sense -- JBII had a temporary permit from the air people without any SW needed so it stands to reason they can run now commercially without a SW permit (though apparently they'll get one anyway)
By the way, this will mean they can process ANY waste if I understand correctly. I thought if they had no SW permit they wouldn't be allowed to process post-consumer waste since a SW permit IS for post-consumer waste (in many cases). This will expand the scope of what they can process.
