By appearances it seemed that Garth was trying to restore the pps to get more interest in his stock. But it's the same circus:

1) Garth takes all money out of the cookie jar and leaves shareholders stunned and burned --> Causing no interest in his stock
2) All goes quiet but he gets some to believe he's trying to make a come back. Garth writes a couple LOI PRs and shareholders plunk more money in his ATM
3) Go back to step 1
