As a company when you PR you are going to do something by a certain date then that date comes and goes with no action, then a PR as to why it was not accomplished would be the professional way to do things. Missing a deadline then tweeting when the time is right, explains nothing. It is that simple. It's OK to miss deadlines in business it happens all the time, just keep your investors informed to as why. You can't hurt the share price much at this point, so he might as well throw the reasons out there.
