sure they can, they are bid whacking it down daily and then they flip it for 2 or 3 points up only to turn around and bid whack it again. Do that 20 or 30 times a day on several different pinkies and you have yourself a nice profit. The best part for them is that no regulatory agency gives a crap about pinks so they can do it as much as they want and no one will catch them. They want to keep the pps down because that gives them much more room to let it run when the volume is there so that they too can make a huge profit only to turn around and short it and double their profits. I know this is a pretty simple explanation but taht is the gist of how i see it.

They buy at bid and sell at ask is all. ( But immediately without waiting for 3 day settlement, so it's technically a short. ie )

Their still making a profit and covering. Not covering very many. But, they sell .0019's and buy back .0018's, they make a profit..
