This is about as close as they will come to telling us how they are Manufacturing the Solar Window coatings. I guess until the patents are firm no one will know exactly. It does state there is no high Temperatures or high vacuum methods used. By the way has anyone been monitoring the US patent office website for any progress? If I have time later i will take a look to see if anything has been moving.
This is a paragraph from the PR dated September 20,2010.

Electrical power is generated on glass when New Energy’s SolarWindow™ coatings are sprayed onto surfaces using commercially available equipment. This patent-pending process enables researchers to spray SolarWindow™ coatings onto glass at room temperature, eliminating expensive and often cumbersome high-temperature or high-vacuum production methods typically used by current solar manufacturers.

It's not 300% more efficient. In fact, it's only half of a percent efficient. The comparison is between traditional roof mounted panels (a relatively small area on the roof) and having a building covered on 3 sides to produce 300% more energy. In order to achieve 300%, you'd have to cover a building like this:

I'm not saying it's a bad thing. But your statement of "300% more efficient" is false.
